View recent cases shows more records than HR Agent can access

We have COE security policies setup to restrict access so that an agent can only see cases they are assigned or assigned to their group. This is working correctly when using lists or direct links to the case record. Where it is not working correctly is the At a glance section in the HR Agent workspace. The cards will show all the cases for the employee, but when the HR Agent clicks into the case, they get the security constraints message
Example: My logged in user should not see HRC0000511, but can see it in the at a glance section
When clicking the card they can't get into the details
We want it configured so that View recent cases takes security rules into account so that if the agent can't access the details, the case card doesn't appear in the at a glance section
