Close Complete Modal isn't working properly

When I click the "Close Complete Modal" it skips the "Awaiting Acceptance" 

  

How do I correct this?

You need to grant cross-scope application access for those two scopes. If you navigate to the below table you will either see a pending access record or you will need to create one.
