Employee Relations - Not able to create allegations with sn_hr_er.case_writer role

Hi,
I have added sn_hr_er.case_writer role to the user and tried to create a new allegation using Employee relations HR case. I see the message 'Info MessageSave the record before associating it to subjects of the allegation' on the top and 'Allegation Type' is grayed out. When i hit 'Save' button then i am able to view 'Allegation Type' drop down values. Screenshot enclosed for better understanding.
Issue: Would like to know, why the user is not able to view 'Allegation Type' drop down values without saving the record? Is it required to Save the record first with sn_hr_er.case_writer role?

@UmaB Something looks odd here. OOtB the Allegation is a required field so was unsure how you were able to save the record without specifying a value. Can you confirm what build/family version?
