Enable Customer Visible comments on portal for HR CASE

I am able to see customer visible comments on an HR case via the workspace however I am only seeing the 'Work Notes' field when navigating to an HR Case via the portal. Is it possible to make the customer visible comments field on the portal page to allow users to enter comments via the portal?

Which "workspace" and which "portal" are you referring to?
In the Employee Center portal end users can only see and enter Additional comments (customer visible). They cannot see Work notes (except if the end user is also an HR agent).
In the configurable HR Agent Workspace the agents can see and enter both Work notes and Additional comments:
