how to check if employees will be able to open servicenow chat ?

How to check employees can use ServiceNow chat to contact the EBS center for help, besides the other options.
They chose the old HRSD standard license, so I'm not sure what features they have. I think they might need Virtual Agent to switch to a live agent, but I'm not certain.
What configurations I can check

Can't you simply impersonate one of those users and see if they are able to see the virtual agent?
