I am working with HR Service Delivery (HRSD) and using the HRM To-Dos Summary widget.
I have a use case where:
- An employee needs to sign a document, or
- The employee’s manager needs to complete fields related to an HR case
To implement this, I created an HR Task (Submit Catalog Item / E-Signature type) with the following setup:
- The task is assigned directly to the employee or manager of the subject person
- The user is the subject person or the subject person’s manager
- The user does not have any HR roles (no sn_hr_core.* roles)
In the HRM To-Dos Summary widget:
- The task is included in the To-Dos count
- The task does not appear in the list (the list is empty)
Questions
- Is this behavior by design in HRSD due to HR ACL and COE security?
- What is the recommended and supported way to require an employee or manager to:
- Complete a task after an HR case is created (for example, using a Submit Catalog Item HR task type), or
- Complete an e-signature / document task,
without granting them HR agent roles? - From a best-practice perspective:
- Should HR tasks ever be assigned directly to employees or managers?
- Or should these actions be surfaced only via Employee Center widgets, guided actions, or deep links, rather than through HR task visibility in To-Dos?
Goal
I want to implement this in a secure and supported way, aligned with HRSD best practices, without exposing HR data or assigning HR agent roles to employees or managers.

HR Tasks are intended to be assigned any active user that needs to take action. For users without the sn_hr_core.* roles they should be visible in the To-dos section on the portal, regardless of which HR Task Type you've selected.
- Do any of the other task types show up in the portal? For example, if you use the Mark when complete task type and assign it to the manager, does it show up?
- What is the state of the HR Task? OOB they only show up if they are in Ready or Work in Progress state. Check the To-dos Configuration record for HR Tasks to see if this has been changed in your instance.
- Have you tried using the collect employee input hr task type instead of Submit Catalog item? The responses can be mapped back to the case record, where as the Submit Catalog item will generate an REQ and RITM and may not be what you need

Yes, the HR Task is in Ready state and is included in the To-Dos configuration, which is why it is counted. However, it still does not display in the hrm_todos_page (HRM To-Dos Summary widget).
Following your suggestion, I tested other HR Task types, including Mark When Complete and Collect Employee Input, and assigned them directly to the employee / manager. Unfortunately, the behavior is the same—the tasks are counted but do not appear in the To-Dos list.
From my testing, the widget seems to require case-level access (for example, an HR case reader role). When I grant this role to the user, the HR Task immediately becomes visible in the To-Dos list.
Regarding Submit Catalog Item: this is a legacy implementation that was created before I joined the project, so I don’t yet have the full context for why it was chosen. Based on your suggestion, I will also look into replacing it with Collect Employee Input, which seems more appropriate for this use case.

Are you using the OOB widget or has it been customized? The HRM Todos Summary widget contains many other widgets that display based on the task type selected. I would look at version history and maybe do a side by side comparison of the widgets in a clean instance to determine if something has been modified
