Knowledge Blocks not found after clicking "Add Blocks"

When trying to add knowledge blocks to KB articles, after clicking the "Add Blocks" button nothing appears. Receive a message stating "Your search term "<searchstring>" did not match any blocks". The blocks I have created are in the same KB, are active, published, and the blocks/KBs are NOT using templates.
If I click "Advanced" within the "Add Blocks" search screen all blocks appear for that Knowledge Base.
Is there something I am missing in regards to getting the "Add Blocks" pop up to search existing active and published blocks for the KB?

So in working with HI Support, it appears the KB Block table is not being indexed. Even after clicking on the "Generate Text Index" link for the dictionary on that table, it does not create a text index. The check box is also missing from the form even though form design shows it being there. This occurs in all of the company's instances as well as my developer out of the box instance. Has anyone had success with indexing this table?

Also, this is both occurring in Madrid and New York. Still not generating text index. Have not gotten any response from support on this issue.
