Not able to change state on vtb by state when dragging between lane

I create a vtb by state on the hr case but when trying to change state for example from draft to ready on vtb by dragging between lanes I am getting you do not have permission to do so . This is done even with case assigned to me. I hat could be the reason. I can personally this on the case but not on vtb.

If you get an error message saying You do not have the permission to modify this record, create system property glide.vtb.enable_list_edit_acl and setting it to false.
