Not getting option to create Journey

I have configured a custom Journey Designer but when I am trying to create a new Journey I am not getting the New button to do so.

I am logged in as System Admin and the user has all the roles and required access. 

 

Please help me create a new Journey.

They need to be a people manager. Is this user set as the manager on another User's record?

Thank you. It worked after making a user's manager.
