Would it be appropriate to configure a Recruiting process as a lifecycle event? As separate from the Onboarding process?

You can create separate lifecycle event for recruitment process, will not be impact. It's similar to Onboarding depends on your requirement.

@aok7 Lifecycle event is not just about onboarding, you can use Lifecycle event for use cases like off-boarding, promotions, parental leave and recruitment process too. I see no harm in using a dedicated lifecycle event for recruitment process which may be a separate lifecycle event from onboarding.
