"Alert-Verify HR case sys_id is set." Getting Error Message on click of OOTB - ADD APPROVER

While working on HR Agent Workspace I added OOTB -"Add Approver" UI Action on the workspace, In some cases I am getting the substitution as adhoc, but in some cases I am getting an alert as "Verify HR case sys_id is set." So How to add adhoc instead of getting this error.
