I want to create a report that shows the percentage of task completion by due date for each group of new hires.

Suppose in a LE user has few tasks, i want to show how many tasks are pending "due 7 days prior to the start date"  which will be onboarded on the same day(in future).

You don't need to create a Dashboard for that then, as it's available OOTB.

Just Navigate to :
