How to add KB in contextual search

Hi Team, I have create on HR knowledge base but this is not searchable on portal and case form.So from where I can add contextual searcher so that this KB is searchable on both portals and the case form related search function.

My requirement is to limit the number of characters of a survey question of multiline string data type.If the number of characters of the response exceeds say 500 characters, there will be an alert and the responses would not be submitted.
