ServiceNow - Create Survey on HR Interactions only when no HR Cases are attached to the related IMS

Hi There;
I have a requirement to create HR Survey for Interactions ; but that should be triggered if there are no HR Cases created from the IMS. And we already have Survey done for the HR Cases. So, this IMS Survey to be sent when there are no HR Cases attached to the IMS. Any thought on better design/implementation for this.
