Should the Dashboard always be created in Global scope?

The Dashboards I created in the Scoped app cannot be viewed by the end-user due to the error shown in the screenshot below

If I create the Dashboard in Global scope the end-user can view it.

 

Wanted to know if is it mandatory to have all dashboards in Global scope or is the configuration to fix the above error?

Hi,

Have you given required roles to the user?

User should have roles from the scope in order to access scopes application data.

Check dashboard properties and see what role is required.

Data can be accessed across scope based on ACL

We ran into this issue in Quebec, where dashboards in the HR Core scope could not be viewed by users that were not HR Admins, even if they had the role/permissions to the dashboard and reports.  I'll try to find the old notes/case number about this, but the solution from ServiceNow was to create in the global scope.
