Hi,
I want to test, using ATF, that when a Change is generated from an Incident through the UI action, the Change number created matches the value populated in the Incident’s Change field under Related Records. If this is feasible in ATF, please provide the solution; if not, kindly suggest an alternative approach.

Unser Quick Start Suites in ATF there is a test sweet for incident already built. I would suggest copying these to make your ATF test as there are already ones that do exactly what you are looking for. Example: INCIDENT MGMT: Create Normal Change from an Incident

Under Quick Start Suites, I can see only three test suites, and none of them appear to be related to Incident. I am attaching an image for more details. Could you please confirm if this is correct

Well that is strange as I have 16 quick start tests. These should all be out of the box based on what you have. Example when we installed Agile Development 2.0 we get a quick start test suite for it. You may wan to reach out to now support to see why you are missing these.
