Blue dots next to records after Utah Update

Our company has just upgraded to Utah Release and now we are noticing a blue dot next to some of our records in our workspace. 

We are curious what the blue dot is for. I have seen multiple things related to this that it has to do with record updates within tickets, I have seen tickets that have been not been acknowledged that have had the blue dot. So trying to narrow down what causes the blue dot to appear. 

Anyone have any insight?

Sometimes we see them mixed in with other tickets that don't have blue dots, like below.
