Craete Incident from Knowledge not passing values

This works in the PDI, but does not work in our Dev instance.
1. Knowledge article viewing in the Knowledge Management portal
2. Click Create Incident button
3. Have system properties set to:
incident.do?sys_id=-1&sysparm_query=active=true^comments=(Created after Knowledge search: $[encodedKb_desc])&sysparm_stack=knowledge_home_launcher.do
Or
incident.do?sys_id=-1&sysparm_query=active=true^comments=(Created after Knowledge search: $[HTML:Kb_desc])&sysparm_stack=knowledge_home_launcher.do
Both just put the $[encoded...or ${HTML:... in the comments field. I know it's passing info if i just add a hardcoded value. What could be wrong?
