Enable Discuss button in the Incident form

I need to enable the Discuss button in my incident form . Current the version I'm using is Utah. Please, suggest me to get the Discuss button on my incident form.

I tried it whatever the steps mentioned in the KB article also, but it is not come up on the form.

I tried the above kb article link it is working as SOW how to do it in the normal incident form.
