Hi, unfortunately it is not possible to assess your configuration changes based on a link to another post.
What exactly have you configured and what is the result of your debugging?
Testing in a PDI I find that any attachment added to the selected change template is copied to the created change request OOB (perhaps this code does not exist in older instances).
Also, the code from the post you have linked too, tests fine for me in a PDI.
Perhaps you could update this thread with some clear and specific details of your configuration and diagnostics,
so that the forum is in a better position to review and advise.
