I know from ServiceNow customer can call to the caller or assignee using twilio integration but I want when customer calls to ServiceNow Incident should get create.

Can you elaborate on your current setup? How are customers calling ServiceNow? Do you mean directly calling the system? So a call, and you talk and that becomes the ticket?
That will mean you need to integrate with some kind of call system, since ServiceNow doesn't support this OOB.
If you search the community you will find some posts about 3rd party solutions (like: https://www.servicenow.com/community/developer-forum/create-incident-through-inbound-twilio-voice-ca...) but nothing OOB.
And if you mean something else completely, please clarify.
