Incident is creating by email inbound action but related incident emails triggering duplicates

There is a email inbound action to create a new incident 
incident is creating when we receive email from the user but once incident is created with regards to created email and updated incident emails are triggering multiple times (Duplicates)

Please check the notifications and see is these 2 fields are check

If you true the update, this can be reason of duplicate..

The notifications are oob only for other incidents its working fine but only for the incident which is created by inbound action for them getting duplicates

Is any notification set in Flow or Auto Response?

What email are are duplicate, please check those again.
