Knowledge base configured for Instant publish, but one Standard article uses approval publish

Hi Experts,
I am facing a strange issue with Knowledge Article publishing and would appreciate your guidance.
Environment
Knowledge Base is configured with Instant Publish workflow.
Article Type: Standard
Knowledge Versioning is enabled.
Issue
For one specific Standard Knowledge Article, when I click Submit, the system starts the Knowledge - Approval Publish workflow instead of publishing instantly.
What I Verified
Knowledge Base configuration is correct and set to Instant Publish.
Other Standard articles in the same Knowledge Base are publishing instantly as expected.
The issue occurs only for this single article.
Workflow Context shows Knowledge - Approval Publish being triggered.
Script Tracer shows execution of OOB Knowledge scripts such as:
KBVersioningSNC
KBCommonSNC
WorkflowDuration
I could not identify where the Approval Publish workflow is being selected.
Additional Information
This article was already present in the system and may have been modified by a previous developer.
I do not see any obvious differences between this article and other Standard articles that publish instantly.
The article is currently in Draft state before submission.
Questions
How can I determine exactly what is causing this specific article to use the Approval Publish workflow?
Is there any article-level setting, versioning record, workflow context, or hidden configuration that can override the Knowledge Base workflow configuration?
Has anyone encountered a situation where only one Standard article behaves differently while all other articles work correctly?
Any suggestions on additional debugging steps would be greatly appreciated.
