1. Need to create/trigger notification when major incident is reassigned.
2. Need to create/trigger notification when major incident is downgraded.

3. Need to create/trigger notification when major incident is downgraded.

NOTE:  I have the data for WHO WILL RECEIVE and WHAT IT WILL CONTAIN.
