More incident records updated than the ones shown in the filtered list (via SOW)

One of our agents started from the "Open Incidents" in SOW and applied the filter shown above.
He selected all rows  before updating the "assigned to" field via the Edit feature. 
Although the system mentioned that 145 rows had been updated we noticed afterwards that more than 2000 incident records were modified with the new "assigned to" value.
Fr your information we are still on the Utah version - Patch  10b Hot Fix 2
Is there somebody who experienced the same behavior?

I don't belive that this issue is from some version of servicenow.
Might be the filter is not apply properly thats why its updated all the records.
