once RITM created and after approval sc task is created and sc task created by is the one who approved that RITM. and when assignee clicks on 3 dots for email in cc it includes created by user. is it the default behavior of service now?

You want Catalog Tasks to be created by the system user, not the approving user.  In a flow, ensure the properties of the flow are set to run the flow as the system user

If you are using a (legacy) workflow, insert a Timer activity set to 10 seconds in-between the Approval and Catalog Task activities, this will ensure the Catalog Task is created using the System User rather than the last user to interact with the request.
