Want to restrict users who can view specific tickets

Hi all, one of my customers want to implement a rule that specific users and issuer of the ticket can view certain incident tickets.
I introduced them ACL and they successfully implement a ACL that users with specific role can see incident tickets with certain category.
However, they want issuers of those incident tickets to view them, but in order to realize this scripting is necessary, is there anyone who has idea to implement what they want to do?

Issuers means the one who opened the tickets?
