Why ITIL admin role user not able to see the Incident list?

Since his level is higher than ITIL, should he automatically have access, or does he also need the ITIL and ITIL admin roles?

Yes from the left nav. Its been same in my PDI as well as in my company's dev.

then check what role is added to that left nav module.

if you are referring to Incidents module under Service Desk application menu then there is no role given to it
