SOW, Catalog Task, Work notes / Additional Comments not visible in Activity Stream Compose

Hello

I would like ask for your support regarding an issue happening in SOW (Catalog Task record) , in fact, under Activity Stream Compose,  I  want to make work notes the First tab on the view and Comments second

I tried to make it through fields definition but it doesn't work

I tried in my pdi  ,before

after,

steps:

1.open a form,configure form layout

2.using slash bucket just reordering the fields

right click on the field, do configure label
