UI Action showing in Agent Workspace and not in Service Operation Workspace

I have a concern with one UI Action which is displayed in the Agent Workspace and not displayed in Service Operation Workspace. Do you have any idea ?

and check below check box are cheked or not ..

and let me know if not visible I will suggest 2nd way.

I confirm that both checkbox are checked but still not displaying in Service Operation Workspace
