flows are not executing

Flows are not executing, under the flow execution section there are empty entries and when I click on them the message
Waiting for flow execution data is displayed with a refresh button, when pressed nothing happens. This is occurring on my personal development instance and on a self-hosted lab instance we have installed. How can I restart the flow execution application or plug-in to clear this state?

This is more of a reply to kmolson73 than the original issue in this post. I found that when this happens to me, deactivating and reactivating doesn't always help. But, in Madrid (Build tag: glide-madrid-12-18-2018__patch4-05-29-2019), changing the following two, Saving, then changing them back to what you need, then Saving again, seems to "re-activate" them:
Properties > Run As > System User (changed this to User who initiates session, then back to System User)
Trigger > Run Trigger > For each unique change (changed to Only if not currently running and left it that way because from London this is the value that replaces Always).
Something quick to try that hopefully helps.

Hi, did anyone ever find a permanent resolution to this issue? I'm experiencing the same sort of thing. A Flow is refusing to execute in Prod although this works fine in all our sub-Prod environments.
