Hi,
When you are trying to make the change, are you logged in with an account that has full admin rights? Also have you elevated your role to Security Admin before trying to change the password?
If you've done the above, you should bring it to ServiceNow's attention as New York is not yet officially released.

I have the same issue. I am testing this in my dev instance, before making changes in production. As a non-admin user in my PDI, the change password UI action works correctly. When using the UI action as an admin, the error appears. Is this be design?

Hi Mark,
Can you please below steps to reset your admin user password:
>>logging into the developer portal, navigate to 'Manage', then 'Instance' and under 'Actions' select 'Reset admin password'. After you login to your instance then please follow the below steps: (Note:- please make sure that the view is "default" )
1. Navigate to the user table via left hand navigator
2. Search for the 'System Administrator' user record, open the record.
3. Update the 'Password' field on this record directly and save. (do not click the Change password link.)
