Form Design is not saving changes

My Form design is not saving my changes. I can rearrange, add, and remove fields. When I hit save I get a pop up and progress bar. When the bar is completed it takes me back to the form designed will all my changes reverted.

I am on a Mac and tried it in Chrome, Safari, and Firefox.

I am using a dev instance of Fuji.
