Not every Plugin is available for PDI
Yes you cannot login with this ID. because it is your PDI.
If you have a company ID with access to nowSupport only then you can request for some Plugins still not in PDI. Instance should be atleast sub-prod Instance.
Can you please share which plugin you want?
And do mark my answer correct and helpful if its applicable.

I am logged onto my PDI. I am trying to install a plugin.
(1) Type System Application
(2) Select "Available to obtain store
(3) Type plugin name
(4) Select Plugin
(5) Select "Request Install".
I am being asked to provide my login credentials again. This is the message: "Login with your ServiceNow ID, Login via SingleSignOn (SSO)".
When I provide my login information I am receiving an error message that states "Sorry, you can't login with this ServiceNow ID"

That is correct, you can't request all the plugins in your personal development instance.
Which particular plugin you are trying to install, did you try using developer site or from Plugins app module within the instance.
Most of the common app are usually available to use, but few are not.
Although, you can access them for free in your POC instances at your company instances for free, if you want to play around with it.
