How can we manage Application entitlement for Developer Instance?

I'm not able to entitle developer instances for the application that I requested for installation.

I can only see available vendor instances in the list. 

I have added my developer instance to the Store Publisher portal > Distribute > Sales and Customer > Dev Instance Entitlement. Still, it is not visible while selecting specific instances for the application entitlement.  

How can we entitle developer instances for the application that I requested for installation?

How can we add a developer instance to the Store Publisher portal > Distribute > Sales and Customer > Dev Instance Entitlement for the specific application that I need access for?

just give your PDI time. Enrolled app will appear with a delay
