How do I activate the Discovery Tool plugin for my developer instance? I can't locate it in the list of other plugins available.

Go to your developer instance
then
Drag your mouse over Manage---you will see "instance" like above.
Click on that instance and you will see
click on action-->
Then click on Active plugin then you you will get the screen shot of previous reply
and active the discovery plugin

Setting Up Discovery - ServiceNow Wiki
https://developer.service-now.com->instance->Action->Active plugin.
Then you will get above page and click on active, it will take some time to active and they will notify you via email.

Discovery is a paid plugin. Paid plugins are not available on the personal instances, on the live instances also its not available in the list of plugins, you will have to contact servicenow to enable them, ofcourse after you pay

Hi, I have followed the same procedure but when I click on Activate button nothing happens.
