Heres the official HI response on this:
Apologize for the inconvenience but the developer's instance was intentionally designed to not support this functionality. Since this is a subscription dependent feature and the tables can easily be imported and exported on other instances after the normalization, it has been decided to disable it on developer instances. We only allow this on sub-production and/or production instances.

Hi
I had the same issue for my Developer instance. Finally raised it with HI and got the response suggesting it seems to be a bug for Developer instances, but if you are using any other type of instance it should work. Moreover you can ask for the extract for that data. That being said it will be data for cds_client_name and cds_client_mapping tables.
Hope the above information is helpful.
Thanks
Nikhil

Thanks Nikhil,
I was able to download the data into one of our corporate sub-productions instances. But not into my Developer instance.

We logged a ticket with ServiceNow and they loaded our environments with the Normalization Services table; it then all worked just fine through the Guided Normalization processes.
