Not able to download Normalized Manufacturer Names for the Normalization Data Services plug-in

When I click on the Start Download in the Guided setup I get "Error - Could not download Normalzed Manufacturer Names"

I just tried in my developer instance (London version)

Well this saved me hours of frustration trying to figure out on my own.... would have been nice to work through this in a dev instance.

Heres the official HI response on this:

Apologize for the inconvenience but the developer's instance was intentionally designed to not support this functionality. Since this is a subscription dependent feature and the tables can easily be imported and exported on other instances after the normalization, it has been decided to disable it on developer instances. We only allow this on sub-production and/or production instances.
