Not able to download Normalized Manufacturer Names for the Normalization Data Services plug-in

When I click on the Start Download in the Guided setup I get "Error - Could not download Normalzed Manufacturer Names"

Heres the official HI response on this:

Apologize for the inconvenience but the developer's instance was intentionally designed to not support this functionality. Since this is a subscription dependent feature and the tables can easily be imported and exported on other instances after the normalization, it has been decided to disable it on developer instances. We only allow this on sub-production and/or production instances.

Noticed this in my PDI today but now I've installed it in my DEV which seemed to go fine, but it's not in my applications list! I see it in my modules list and it is active, but I can't search for it.

Cleared cache, nothing. Going to keep trying, any suggestions lmk!
