Why are PDIs so unstable?

I just had my PDI go sideways like many have.. Again.
Instance Offline: Recovery may take long. You can wait, or release it now to request a new one.
That's fine and all, I did that after waiting for 3 days... only to see that now I can only get an Australia or Zurich instance... so no more access to CMDB workspace (Can't install it due to it requiring Teams, which is not available for a PDI, since Yokohama,) and other items that have been removed. Oh, belay that -- Only Zurich, since Australia is wait listed.
Why does this keep happening? Anyone have a clue how to prevent it?
Why are PDIs so unstable? These are pushed as *the* way to learn ServiceNow, by building.
Why is there no way to get feedback from the developer teams on store apps or plugins that just won't work?
When we ask product managers and product teams during office hours, they direct us to the developer team. The developer team says it is the fault of the product team.
Does anyone have a good way to provide feedback, or get support on these types of issues?

It looks like this is a known issue.
There is no official support for this issue, so it is difficult to say exactly what is causing it or when it will be resolved. At this stage, patience may be the best option while waiting for a fix.
Current status:
- Developer Site: Available
- New PDI provisioning: Paused
- PDI reclaim and wake actions: Paused
- Existing PDIs: Some remain offline
- User action required: None at this time
ServiceNow does not expect any data loss. Affected PDIs are currently hibernating, and the data stored on them is expected to remain available once the instances are restored.
If your PDI is offline, you will need to wait until it becomes available again before accessing your data. No action is currently required.
ServiceNow is continuing to monitor the situation and will provide further updates as more information becomes available.
