Regression definition solutions for predictive AI

Hello,
Does anyone have any feedback on the difficulty / benefits to use regression definition solutions for predictive AI to calculate resolution time estimates?
Furthermore, it seems that it is no longer possible to create regression definition solutions from Washington: does this mean that this functionality is no longer available to new users?
