The Form Context Menu in ServiceNow is accessible from the top-left corner of the form. You can also access it by right-clicking anywhere on the form.

The Form Context Menu is that little three-line "hamburger" icon you’ll find on the top-left corner of the form header. You can access it by clicking directly on the form header area—it opens up various useful options for that record.

I've also highlighted the area in the screenshot for your reference. It’s similar to what @Juhi Poddar has already pointed out.
