CSV export Arabic language

We have installed Arabic OOTB plugin for translation. The Excel export is working as expected. But the CSV export is not getting translated and the Arabic words are morphed into '?????'.
we have tried the below 2 options. Both are not working.
Option 1: system property "glide.export.csv.charset" to UTF-8
Option 2:
1. open up a blank Excel sheet.
2. Click on Data.
3. Click on Get Data and select 'From text'.
4. select the file which you wish to open.
5. On the next tab Change the File Origin to (UTF-8).

Oh I think I understand what you mean now. Apologies I thought you were trying to add translations to the platform via a spreadsheet. So what you're saying is in general if you want to do an export from any list when in Arabic the characters aren't correct?
If I'm correct with the above, instead of using CSV as the file format have you tried using an XLS export? (That is the format of a spreadsheet). If it's still incorrect with XLS please can you log a Case on NowSupport and we can investigate further (you can ask to add me to the "watchlist" if you'd like),
