Auto attached document to task

I am working on a catalog request and am trying to have a document already attached to a task when it gets to a department. This document is going to have to already be in Service-now and not something a user would upload in a earlier task. This way the department can download the document and fill it out. Is there a way this can be done?

You can also try uploading a file to service now and the referencing that file on your catalog task:

Hi Paul,
You can look at creating task templates. This will allow you to add the attachment as part of the template.
