there is an ask to communication/circuit data to be populated into the cmdb.
Does servicenow discovery have the ability to discover cirucit data, if so, is there a plugin that may need to be activiated, if so what is the name of plugin or will this require some sort of import of that data into the cmdb

Hi -- no, discovery won't automatically add circuit data. Discovery discovers IP based devices that have a shell and can be interrogated (via a few common methods).
You can either add/import circuit data in CMDB via other approaches... such as importing via spreadsheets and/or building some integration to your source tools.
Hope this helps a bit?

Hi Sandeep, Can you share more details how did you populate the Circuit information into CMDB using patterns?

When it comes to circuit, it needs to be clearly identified as to which circuit we are referring to, a circuit can be a power circuit (cmdb_ci_circuit) that powers Rack and devices within rack which is a data center entity.
then there is network circuit (cmdb_ci_network_circuit) which connects two sides of a network, this is part of telco (telecommunication setup)
accordingly corresponding approach can be taken to load data.

It is part of an application called CMDB CI Class Models
