Sorry if I'm asking the obvious and I'm a newcomer here ...
So, what is the proper definition and usage of the cost center, department and group table?
At first glance, cost center is based on financial hierarchy and department is based on people hierarchy. And finally groups are based on the departments. Is that a true assumption?

I think you generally have the right idea. In my instance, cost center is a number assigned to various levels in the organization and is tracked, primarily for reasons of charge back. Department is normally a defined sub-group of the company which performs a unique function to that of other parts of the organization. Group can be whatever you define it as. In my company I am in the IS division, operations department, but part of the project management group. The group is used within SNC to assign viewing rights for the various applications and ties back to active directory organizational units so that it can be syncronized and managed within active directory.

Also, in the product, out-of-box a user can specify one department, but can be a member of multiple groups. An Operations team member might be in the Operations group, the Hardware group, a rotating on-call group, and more, depending on what he needs to be involved in. But he's only listed in Operations in terms of department, so it is clear who he reports to in the organizational structure.
