We recently upgraded our lower instance to San Diego. While testing Discovery schedules, all the schedules are stuck and not proceeding further. Has any one faced similar issues?

Couple of thoughts
(1) It could be your MID Servers. You may want to make sure they are upgraded to the same patch level.
(2) It could be that the instance is very busy processing something and discovery processing has been de-prioritized.
If you look in the ECC Queue of your schedules, what is the status of some of the latest records? If they are output/ready, then this shows that they are waiting on your MIDs to pick them up, so the issue could be your MIDs. If they are Input/Ready or Input/Processing, then it might be your instance is really slow at the moment.

Hello
We are facing a similar issue in which the OOB Load Balancer Services schedule starts and completes almost instantly after kicking off. The ECC Queue is empty and nothing appears to have been executed. Have we missed enabling something for discovery to take place.
We have discovered our F5 LBs and can see some 1300 services on cmdb_ci_lb_service but again nothing happens when I run the schedule. Appreciate any guidance.
