Hi,
yes, if a user has the role cmdb_read, it will be used a fulfiller license. Refer to the following official documentation:
Can read any CMDB table. Contained in admin and itil.

Description
- Does "cmdb_read" role needs any licensing and any pricing added to it ?
Resolution
- "cmdb_read" is a Requester role and doesn't need any license.

Hi,
I think your ServiceNow sales rep is the best source for an answer to this question, as it probably depends on your contract.
However, I had a better investigation on this topic, as the cmdb_read role has been added in the Madrid version and before the most of the CMDB part was readable without any role, it might not count as a fulfiller user, but please double check with your sales ref.
