I just want to confirm whether or not archived CIs ("ar_" tables) count for licensing subscription counters?

Means
a Given CI has a lifecycle. Deployed CI will be decommissioned and its not on network for discovery.
Given Record in CMDB for the CI is made Retired Status. And You are archiving Old retired CIs.

Coming to your query Archived CI from CMDB and assuming its also not available on n/w for Dsicovery is not counted by License Job. Hope this helps.
