Does ITOM Cloud Accelerate need Terraform mandatorily for provisioning?

From below Image 1 - I understand that either you can use Terraform and then connect to cloud providers 

or

Directly connect to native cloud providers like azure, aws etc

Form this image 2, it says provisioning is via TERRAFORM. 

So if we go with direct integration with native cloud providers, still Terraform set up is required?

the Out of box catalog items use terraform, as they are like sample/demo catalog items. but CFT, ARM templates are  also supported.
